This is essentially the same as v2019.2.0 Foreign Keys version but with Zend library support implemented via Composer. This change removes the Fearless359 supported Zend library from the library folder and via Composer places it in the vendor folder.

All upgrade instructions for v2019.2.0 remain the same for v2019.2.1 and the v2019.2.1 version is recommended for testing over the previous version.
